California’s AB 2533 kicked off on January 1, 2025, offering a fast-track amnesty for unpermitted ADUs/JADUs built before 2020. Here’s a snapshot of what some cities have achieved in just six months—and how homeowners are already reaping the benefits:
1. Early Local Rollouts
- Los Angeles County (including City of LA): Launched an “AB 2533 lane” in Q1 2025 and processed 300+ amnesty applications by May. Roughly 85 percent of pre-2020 units were legalized with only minor health-and-safety fixes (egress windows, smoke alarms) and paid zero retroactive fees.
- Redondo Beach: Began accepting applications on January 15, 2025. By April, 72 AB 2533 permits were approved, saving homeowners an estimated $8,000–$15,000 each in waived impact/connection fees.
- San Diego County: Reported about 50 pre-2020 amnesty applications by March 2025. Two-thirds of those units partnered with private inspectors to identify required repairs up front, significantly reducing surprises during formal submissions.
2. Homeowner Benefits (Q1–Q2 2025)
- No Retroactive Fines: In LA, Redondo Beach, and San Diego, homeowners paid $0 in back-fees or penalties. Cities simply identify necessary health-and-safety upgrades instead of punishing past noncompliance.
- Faster Inspections: By mid-May 2025, over 60 percent of LA’s amnesty applications were inspected and green-lit within 30 days compared to a 90–120 day average for new ADU permits in late 2024.
- Higher Resale & Rental Value: Early LA case studies (April 2025) show legalized units can command 10–20 percent higher rent than informal, off-the-books arrangements thanks to proper lease protections and full insurance eligibility.
- Insurance & Financing Access: Of the first 100 LA amnesty applicants, 70 percent secured landlord insurance within two weeks of final inspection. Lenders now offer conventional ADU refinance rates to these homeowners, unlocking home-equity borrowing that was previously unavailable.
3. What’s Next?
- Many cities will host “AB 2533 Workshops” through late 2025 to onboard more amnesty candidates check your local planning website for dates.
- The California Department of Housing & Community Development will publish a comprehensive “Statewide ADU Report” by mid-2026, aggregating all January–December 2025 data.
Although statewide totals won’t be finalized until mid-2026, early data from Los Angeles, Redondo Beach, and San Diego clearly show that AB 2533 is already reducing costs, speeding up inspections, and unlocking rental/investment value for homeowners.
